1. HOW DID WE START ? By the middle of 1990 year, initialization has been started for forming the Union of reformist's forces, as the movement of social, economical and political reforms of the Yugoslav society. At the same year, on 13th October, has been formed in Novi Sad the SFSJ for Vojvodina. By the beginning of 1992, the Party has changed the name in to Reformists of Vojvodina – social democratic party. The party has taken the part in the elections for federal, republic, province and local ruling institutions with the changeable success. Estimating the political and social needs for strengthening of social democratic options in Vojvodina and Serbia, the Assembly has unambiguously determine the orientation of the party to remain in the position of modern European social democratic standards, the course of peace, prosperity, our own and fast development of Vojvodina and Serbia, the reintegration of economical and political space of former Yugoslavia, to speak in favor on integration process in the Balkan, Europe and World. Our Program is demonstration of our willing to fight in the future for this aims. 2. WHY HAVE WE UNITED ? We have united believing: • That the transformation of social, political economical and other relations can be done on peaceful way, by dialog and respect of each life, • That patiently and with hard work the social, private and public property could be changed, in order to create the conditions for development of private business enterprises and free market economy to enable much better social and general life standards of the citizens. • That by political work, it will be possible to establish the democratic and pluralistic society with parliamentary system, with full human rights and liberty, where the Law will be fully respected, • That on the base of social-economical changes, national equality of rights, with respecting the citizen's rights as well as the rights of national units in the majority position, it will be possible to establish the State unit on the long-lasting fundament. • That only within such kind of State union the universal development of the Autonomous Region of Vojvodina would be possible, all their citizens, people, and all their national units members. We turn ourselves towards the future of Vojvodina and Serbia, where the citizen's initiatives, their interest, their needs, their freedom, rights and duties will be the outline of social life. REFORMISTS OF VOJVODINA AND SERBIA/ Mile Isakov Therefore we would like as citizens: • To be free people in free society, to live in accordance with our own conscience and opinion, religious and others feelings, • To make the decision about our own economical interest and to realize them freely, within the rules that are valuable for all others, • To connect politically, to elect and to be elected on the free elections, • To live in the State that will primarily protect our rights and liberties to accomplish our own plans and aims, • To help each other, especially to help to those who cannot help themselves alone, with establishing the rational system of social and economical rights, • To live healthy in healthy environment, • To provide the good quality of education for children's and young people at the same and equal conditions and to enable them faster inclusion in the life, • To provide the respect of women interest and to protect their rights in all segments of the life. 3. SERBIA We see the Serbia as decentralized state with autonomous provinces and regions and the state in which all ardent desire for democratic society of its citizens will be fulfilled. This is the state society which: • Would unconditionally guarantee the rights and liberty of the each citizen as well as national units, • Would establish the sovereignty of the citizens on all levels of the state organizations • Has the opened frontiers towards their neighbors countries, • Would Intercede for integrations in the modern regional and wiser integration courses and process, • Would actively work for obtaining the support of developed and democratic countries 4. POLITICAL ELECTION SYSTEM The only legal and lawful ruling authority is the one that has been elected from the citizens on the free elections. We are interceding for multi-parties, parliamentary democracy, where the ruling power will be divided on lawful, enforce full and juridical, and for the republic as form of our state rule. The proportional election system is the best and the most righteous expression of the citizens will. We are interceding that Vojvodina become one-election unit. The election rights must be general, equal and direct for all citizens of Vojvodina and Serbia. 5. FOREIGN AFAIRS, POLICY AND INTERNATIONAL COLABORATION OF OUR PARTY The peace policy, integrations and cooperation's are the main basis of our foreign policy. The relations with the neighbors are in focus of our interest. We wish to renew the cultural, economic and political connections with the countries established within the area of former Yugoslavia. Inclusion into the integration process in Balkan, Europe and the world will improve the stronger position of Vojvodina as the part of European region with the direct economic and cultural international regional connections. The collaboration with the social-democratic and social parties as well as entrances in the International Social Party Association are the aims of our party's international connections. 6. ECONOMIC RELATIONS Organization of public economy and industry The main prerequisite for resolving the economical, political and social crises is the efficient economical system. We are acting for mixed-types of ownerships, including private, shareholders, cooperative ownership and public ownership. Thus assume the domination of the market mechanism of regulation, of the independent business subjects and open market economy, where the production and the trading will be done according to the world recognized standards, and cost criteria. Also we will act are for powerful inclusion in international economic process, especially within the economy of high developed countries. The relation between State and it's market economy and industry has to be regulated in accordance with the experience of the high developed countries, especially with those that has federal organization of the state. Respecting the independence and economical responsibility of the business subjects, the state should have take care only for the base macro-regulations and to take the economical responsibility for development of the big infra-structured systems. OWNERSHIP The task that is ahead of us is transformation of economy in market self-regulated system. We are interceding for fast and efficient transforming of social and state capital into private, shareholders, cooperative and public capital. The most acceptable for us is the combination of different kind of privatizations, which will reconcile the contrariety between the needs for fast transformation of the ownerships base and the realistic circumstances that for such kind of transformations a lot of time would be needed. It consists of fast privatizations of one part of social/ state ownership in the numerous companies, and on that base, forming the active ownerships of essential parts, that will be used as the foundation for fast creating of the new ones, market accommodating and most efficient management structures within the companies. When this main supposition of rational business economy has been fulfilled, the remain part of social / state ownership will be privatized systematically and by an order, but under the condition that will enable it's adequate valorizations and protection even the enlarging of it's market value. Fiscal politics and tax system We are interceding for establishing of such kind of fiscal politics that will provide the main functioning and equal development and upgrading of the social affairs. We are the adherent of such kind of tax systems which will stimulate the investments and which will enable new labor employments. 7. THE AGRICULUTURE, THE VILLAGE AND WATER SUPPLY SYSTEMS The agriculture is the most important section of our economy in Vojvodina. We are interceding for essential transformation of agriculture and villages on the free market bases, where the high production costs, due to inefficiency of others, would be compensate with different kind of allowance provided by the State Government. The proper politic of agricultural products reserves, would enable significant influence on the position of agriculture, giving it better chance for competition on the world market. We are interceding for professional politics in agriculture, which will enable applying the experience of high-developed market economies in stimulating the agricultural productions, which would enable the most optimal use of Vojvodina's resources. We see the main agricultural strategy in the following program: • To accommodate the production of raw materials to the development plans of European Union, • To Stimulate the free development of the peasant's property, • To privatize the state agricultural properties • To modernize the State and it's role in the agriculture • To develop and modernize the villages by stimulating the business alertness and efficiency, by increasing the business activities beyond the narrow circle and area of traditional agriculture Our Region, AP Vojvodina, is one of the most reach areas with the waterways in the former Yugoslavia, even in the Europe. Page: 6 Having in mind the hydrographic map of Vojvodina, characterized by numerous and huge natural and artificial water ways, with significant difference in the water quality, there is the potential for possible irrigation about 1,2 millions of hectares, or about 75 % of cultivated ground /soil/. The considerable importance for the future development of agriculture in Vojvodina has the further use and improvement of irrigation systems. 8. THE WORKERS AND WORKER'S UNIONS - SYNDICATES As the social- democratic party, we are interceding for affirmations of the worker's interest, such as stimulated wages, well done and protective collective contracts, acceptable working conditions in settled and orderly organized companies, and advanced workers legislature. Besides the other types of shareholders, it should be worked out on the worker's type of shareholders in the sense of wider participating of the workers in the ownerships of the companies. It does not mean that all companies have to survive the transformations of the ownership, but it is obligatory for the workers to survive any kind of ownership transformation. The worker's syndicate that would respect and follow this attitude will have all kind of our supports. For us, the Workers Syndicates is the organization based on free will of its members, workers, with the aim to protect their economic interest. Those interests includes the entire working environments (salary, working time, the working conditions, participation in decision making process, etc.), and on all those conditions based and dependant workers life situations. Thus mean and understood the possibility of meritorious, worthy life from their salary throughout all their working ages, educations for work and during the work, vacation time and self-improvement in any type of their education and other free life activities. Only the organizations of new syndicates, organized within the brunches, independent, separate from the state, political parties, confessions and employers, represent one from many different processes in improvement of the citizen's life. Only within the clear ownerships conditions, where the workers are not the owners of the companies, the workers syndicates could represent and protect the their interest. For introduction of the labor market, it will be necessary to create the modern labor legislature, which will protect individual, group and collectives rights of employees, within the each type of ownership companies, no matter whether it is private, state, public or cooperative ownership companies. 9. WORK, MEDICAL CARE AND PROTECTION AND SOCIAL POLITICS The unemployment could be surpassed and overcome only by improvement of total economic situation in the country. In order do decrease and surpass the unemployment and fictitious employments, the State Government have to enable and help the self-employment of the citizens, by providing the favorable credits and other kind of allowances. The State Government also have to find the way for payment of righteous social help for all unemployed people in the Republic. The reforms of the medical care and protection as well as social security should be the first step towards the modern medical care system. This system have to be upgrade and improved systematically in accordance with the realistic possibilities of Vojvodina/Serbia and the expectations of their citizens, where the health conditions of the citizens as well as demographic and social character of Vojvodina/Serbia have to be taken in consideration. Our aims in medical care are the following: • To secure the rights to be protected with medical care and social security for all categories of the citizens, • To increase the participations of funds, set apart for medical care to the amount of 5% from total national incomes. • The secure the donations from Government budget for medical security and protection of the children and the persons that have not been included in the binding medical insurance, • To secure the binding social and medical security for all persons that have incomes from self-employment • To secure additional and supplemental insurance, • To secure financing the medical protection by voluntary social insurance from the funds of reinsurance (market category) • To affirm the private owned sector in the system of medical business affairs, in order to contribute the total changes of the present situation. Social protection have to include the social imperiled categories of citizens, especially the children and young people in general. Page: 7 I intercede for establishing the new kind of institutional protection for people who are in pensions as well as for invalids, and to resolve the problems and status of handicapped people. We consider that the funds for pensioners and invalids has to be free market oriented, in order to provide the funds for pensions in accordance with long years investments, what would truly revaluated the results of past work of the workers. 10. THE MEDIA AND THE INFORMATION SYSTEM - TV/ RADIO/ PRESS The information system is essential element of citizen's freedom; therefore we intercede consequently for abolition of state and any other kind of monopoly in this brunch. It is very important to provide democratic way of getting rights for using radio and TV frequencies, printing-houses and printing paper. We are interceding for: • Information system which would be entirely, duly, fair and correct, supported by facts, • Non-monopolized public information system, • Free information system, limited only by prohibition to provoke religion, national or race discrimination and hate, • To establish the control system in social /state media by forming the Council from eminent public persons, • To form Vojvodina region's media, which will reflect the real life in Vojvodina, • To pass the regional Law about public information system, • To establish the regional Fund for information system. 11. THE SCIENCE AND TECHNOLOGY The transformation of the economy and society will not be possible without the long lasting strategy of scientific research, development and innovations works. This is the reason way the costs of such kind of works have to be treated as the investments. The growth of the productivity and life standards are in direct correlation with investments in the knowledge. We will support all those who will follow the world tendencies in changes of the production structures, where the production of resources intensive products as well as the production where the economy are developed on the base, first of all, on the volume, towards the production of special inputs, small series of special products and towards the intensive scientific-technological production. 12. THE EDUCATION There are no reforms without qualitative education and structural accommodations to do modern integration flows. We are interceding for free, autonomous and de-politicized university, for scientific quality and main meaning of competence during the choice of the professions, as well as during the choice of Dean and Rector. The politics of education should be based on the following: • By establishing the open, de-politicized, flexible and complementary system of general, structural and professional education, • By laical system of education • By increasing the rate of set aside from national income for education to 5% of national income. • By engaging the private funds for opening of educational institutions, • By accommodation of our educational system to the world criterion in this field • By establishing of high quality of educational system for all citizens, and that elite, specialized schools could be attainable to all capable and talented citizens, • By improving the material betterment of the employees in the educational sector, • By establishing of flexible educational politics 13. THE ECOLOGY We see the protection of the living environment through the following levels: • Through structural progressive changing of economy in accordance with the firm established principles of improvement of living environment, • Through development of social consciousness and knowledge about the importance of ecology, first of all through suitable school programs, through financing of appropriate scientific projects, and through organizing the different kind of actions which will rise the level of ecological culture, • Through accommodations of our standards with the rules of European Union, and through establishing the unique informative system in the field of life environment protection, • Through rising the level of responsibility for infringement of ecological standards and rising the penalty for the persons, companies and state institutions that violate the rules from this field. 14. THE SPORT AND PHYSICAL EDUCATION The physical education must have the support from government institutions and should have been more connected with the other educational systems. We intercede for development of those spot's disciplines that are traditional on these areas and which develop the specific interest of young people. Within the competitive and first-class sports, we intercede for clearly defined conditions and criterions, as well as for the public recognition and stimulation of the professionalism. The Program was accepted on the Reformist Assembly meeting, which took place on 04.VII.1998, and was supplemented on the Assembly meeting that took place on 25th of March, 2006. |
